I can't seem to be able to make a small wall paining. I can only make big paintings. Please check it, I think there might be a glitch or something. EDIT: Nevermind. I think I was doing it wrong. I am now able to place small paintings by restricting or surrounding the available are with blocks prior to placing the painting.
