The Craftbukkit and Spigot 1.7.9 server JARs have now been added to the control panel.
You should be sure you're ready for the change because you won't be able to downgrade afterwards due to the changes that were made in this version. You can read more about this here: https://mojang.com/2014/04/minecraft-1-7-6/
Please make sure that you are in the correct server mode (online mode/offline mode) when you start the 1.7.9 server for the first time, because profiles are not compatible between these two server modes.
It's also important to note that these are development builds. You can read about development builds here: http://wiki.bukkit.org/Development_Builds
If you want to switch to a 1.7.9 JAR, you can do so in the control panel using the JAR File drop menu. After changing the server jar, save it at the bottom of the page and restart the server.
